119-sres-75119th Congress

A resolution expressing the sense of the Senate that member countries of NATO must commit at least 2 percent of their national gross domestic product to national defense spending to hold leadership or benefit at the expense of those countries who meet their obligations.

Sponsored By: Senator Tillis, Thomas [R-NC]

Introduced

Summary

Require NATO members to meet a 2% of GDP defense-spending floor. This bill would link that floor to who can hold senior NATO posts and which countries can host major NATO meetings, as a nonbinding statement of Senate views.

Show full summary
  • Citizens of NATO members that spend less than 2% of GDP would be barred from senior NATO leadership roles, including Secretary General, Deputy Secretary General, Assistant Secretaries General, the NATO Spokesperson, and uniformed command posts at the two-star (OF-7) level or above.
  • Member countries that fail to meet the 2% floor would be barred from hosting major NATO meetings that bring substantial economic benefit and international recognition, such as the NATO Summit, NATO Parliamentary Assembly sessions, and similar ministerial-level events.
  • The resolution treats 2% as a minimum not a ceiling and notes 23 of 31 NATO members met the 2% target in 2024 and that since 2000 NATO lost almost $2.0 trillion in mutual defense spending capability because members missed the target.
