Spending and staff rules for HELP Committee

This resolution would let the Senate Committee on Health, Education, Labor, and Pensions operate from March 1, 2025 through February 28, 2027. It would allow the committee to spend from the Senate contingent fund and to employ staff. With agency and Rules Committee consent, it would let the committee use personnel from Executive departments, reimbursable or not. It would cap expenses at $7,767,027 for Mar 1–Sep 30, 2025; $13,314,904 for Oct 1, 2025–Sep 30, 2026; and $5,547,877 for Oct 1, 2026–Feb 28, 2027. For each period, up to $75,000 could be used for consultants and up to $25,000 for professional staff training. It would allow agency contributions to be paid from the Senate account for "Expenses of Inquiries and Investigations" for the same periods. Payments would be made from the contingent fund upon vouchers approved by the chairman, but routine items like annual salaries, certain telecom, stationery, Postmaster charges, copying charges, Senate recording and photographic services, and franked or mass mail costs would not require vouchers.
