If adopted, the resolution would let the Senate Committee on the Budget spend money and hire staff from March 1, 2025 through February 28, 2027. It would let the committee use personnel from federal agencies with the agency's and the Committee on Rules and Administration's prior consent, either reimbursable or nonreimbursable. It would allow agency contributions for committee staff to be paid from the Senate 'Expenses of Inquiries and Investigations' appropriation for the three covered periods. It would set spending caps: $4.63 million for Mar 1–Sep 30, 2025 (consultants up to $23,333; training up to $17,500); $7.94 million for Oct 1, 2025–Sep 30, 2026 (consultants up to $40,000; training up to $30,000); and $3.31 million for Oct 1, 2026–Feb 28, 2027 (consultants up to $16,667; training up to $12,500). Committee expenses would be paid from the Senate contingent fund on vouchers the chairman approves, but vouchers would not be required for certain routine items like annual salaries, specified telecommunications and stationery charges, postal and metered copying charges, recording and photographic services, and franked or mass mail costs.
