Committee spending, hiring, and limits

If adopted, this resolution would let the Senate Commerce Committee spend from the Senate contingent fund and hire staff from March 1, 2025 through February 28, 2027. The committee could use personnel from other federal departments only with that agency's and the Rules Committee's consent. It would set spending ceilings for three periods: $6,259,693 for March 1, 2025–Sept 30, 2025; $10,730,903 for Oct 1, 2025–Sept 30, 2026; and $4,471,210 for Oct 1, 2026–Feb 28, 2027. In each period, up to $100,000 may be used for individual consultants or organizations and up to $100,000 may be used for professional staff training.

Payment rules and payroll contributions

If adopted, this resolution would set how committee expenses are paid from the Senate contingent fund, generally by vouchers the chairman must approve. It would also list exceptions where vouchers are not required, such as annual salaries, certain telecom and stationery services, payments to the Postmaster, metered copying charges, Senate Recording and Photographic Services, and franked or mass mail costs. The resolution would also authorize payment, from the Senate "Expenses of Inquiries and Investigations" account, of such sums as may be necessary to cover agency payroll-related contributions for committee employees for three periods: March 1, 2025–Sept 30, 2025; Oct 1, 2025–Sept 30, 2026; and Oct 1, 2026–Feb 28, 2027.
