New survey for data center operators
If enacted, this bill would require the Assistant Secretary of Commerce for Communications and Information (NTIA) to run a voluntary annual survey of U.S. data center operators. The survey would request each data center's energy and water use for the preceding one-year period. The first survey would begin no later than 180 days after enactment and then run every year. NTIA would publish results within 180 days after each survey on its primary website with an interactive U.S. map and identify data centers that did not provide complete information. NTIA would take stakeholder comments (including public utility boards, labor groups, state regulators, and consumer groups), coordinate with EPA and the Department of Energy, and send Congress a report with recommendations to improve data center regulation and transparency. The bill would define the Assistant Secretary and use the statutory definition of "data center" in 42 U.S.C. 17112(a).
