Summary
Prohibits helmet mandates for motorcycle operators and riders in the District of Columbia. This bill would bar the D.C. Council from enacting or enforcing any law that requires a person to wear a protective helmet to operate or ride a motorcycle or motor-driven cycle. It would repeal the existing D.C. helmet rule in the municipal regulations, add the prohibition to the Home Rule Act, and define "helmet," "motorcycle," and "motor-driven cycle" by reference to existing D.C. regulations.

It would repeal Section 2215.3 of Title 18 DCMR, removing that specific helmet rule. It would add a Home Rule Act paragraph barring local helmet mandates and define ‘‘helmet’’ (by reference to DCMR §741) and ‘‘motorcycle’’ and ‘‘motor-driven cycle’’ (by reference to DCMR §9901) for this rule. The bill would not create new penalties, funding, or new enforcement powers.
