Stronger oversight and data sharing for federal public buildings. This bill would push the Office of Management and Budget and the General Services Administration to open up building use and leasing data, tighten accountability for agencies that lease space, and allow limited swing-space use to support sales or major renovations.

- GAO and the Public Buildings Reform Board: Would get broader access to reports and utilization data produced under Section 2302 of the Thomas R. Carper Water Resources Development Act of 2024. This gives auditors more material to review federal space use and disposals.
- Agencies with independent leasing authority: The OMB Director must, within one year, deliver a list of those agencies to specified congressional committees and ensure those agencies follow the section's requirements. That creates a centralized accounting and compliance step.
- Swing space and asset sales: GSA could keep a building as temporary swing space to enable a sale or major renovation only if the retention cost is less than the savings from the sale or renovation. GSA must also send annual plans for such swing-space use to two congressional committees. The bill also extends a Federal Assets Sale and Transfer Act deadline from December 31, 2026 to December 31, 2028.
