- Families and individuals: The bill would make warrantless queries of United States persons off limits except for narrow, documented exceptions. It also creates exclusive rules for getting location data, web browsing history, and search history about people inside the United States.
- Technology companies and data holders: The bill would bar law enforcement and intelligence elements from buying covered customer records or illegitimately obtained data in exchange for anything of value. It expands protections for intermediary and online service providers and sunsets recent provider-definition changes on December 31, 2026.
- Intelligence, law enforcement, and courts: Agencies would face stricter reporting and annual compliance reviews by the Attorney General and Director of National Intelligence. The FISA court could appoint privacy-focused amicus curiae and must get notice when certain directives are issued. Title VII authorities would be extended until April 20, 2028.
