Summary

Bars foreign officials who censor Americans from entering or staying in the United States. This bill would add a new ground to the Immigration and Nationality Act that makes foreign government officials inadmissible and deportable if they, while serving as officials, carried out or were responsible for acts against a U.S. citizen located in the United States that would violate the First Amendment if done by a U.S. official.

Bar and Remove Foreign Censors

This bill would add new immigration bars for foreign government officials who censor U.S. persons. If enacted, an official who, while serving a foreign government, was responsible for or carried out an act against a U.S. citizen in the United States that would violate the First Amendment if done by a U.S. official would be inadmissible. If already in the United States, that person would be deportable on the same basis. The rule would take effect upon enactment, has no time limit on when the foreign-official conduct occurred, and would use existing immigration procedures to deny admission or remove such officials.
