USA Batteries Act
Sponsored By: Representative Meuser, Daniel [R-PA-9]
Introduced
Summary
Removes three raw materials from the Superfund excise tax to help U.S. lead‑battery manufacturers compete. The USA Batteries Act would remove lead oxide, antimony, and sulfuric acid from the list of chemicals taxed by the Superfund excise tax in Internal Revenue Code section 4661(b). Sponsors say the Superfund fee raises costs on domestic battery production compared with imports. The bill points to a lead battery industry with more than 165 GWh of manufacturing capacity, about $23.6 billion in annual economic impact, over 25,000 direct jobs, and a 99 percent recycling rate.

No Superfund tax on key battery chemicals
If enacted, this bill would remove the Superfund chemical tax on lead oxide, antimony, and sulfuric acid. Producers, sellers, and users of these chemicals would no longer owe that excise tax. This could lower costs for U.S. lead-battery makers and other businesses that buy or use them. The bill text provided does not include an effective date.
