If enacted, people who carried out, planned, financed, or helped the Hamas attacks that began on October 7, 2023 would be inadmissible to the U.S. They would be ineligible for immigration relief, including asylum. The bill would also add Hamas and Palestinian Islamic Jihad to the covered groups and include "members," not just representatives. DHS would have to report each year how many people are barred or removed under these rules. These changes would take effect upon enactment.
