If enacted, NASA would not be allowed to start any layoffs (reductions in force). NASA would also not be allowed to involuntarily fire competitive‑service workers, career excepted‑service workers, or career Senior Executive Service appointees, unless for cause like misconduct, delinquency, or inefficiency. The rule would start on enactment and last until full‑year NASA funding for fiscal year 2026 is enacted into law. It would apply in addition to other federal personnel rules.
