Stronger job protections for VA staff
If enacted, veterans who were career VA employees and were removed between January 20, 2025 and the date this bill is enacted would be reinstated to their prior or equivalent jobs. Those reinstated veterans could not be separated in a reduction in force before January 20, 2029. The VA would be exempt from any hiring freeze from January 20, 2025 through January 20, 2029. Probationary VA employees could not be removed unless a later law names this provision, and the VA would have to give Congress 15 days written notice before removals under a reorganization or reduction in force and report certain probationary removals and appraisals.
Protect VA funding and oversight
If enacted, the bill would stop the Department of Veterans Affairs (VA) from impounding, transferring, or reprogramming discretionary money provided by this Act unless a later law names this Act and allows it. The Secretary would have to tell House and Senate Veterans' Affairs committees when the VA is within 30 days of a funding shortfall. The Secretary would also have to certify in writing within 30 days after enactment and then once each year that the Department is following this Act.
