It would make it out of order in either chamber to consider any reconciliation bill, resolution, amendment, or conference report that reduces enrollment or benefits for individuals in Medicaid under Title XIX or reduces eligibility or benefits for households in the Supplemental Nutrition Assistance Program until Jan. 20, 2029.

This bill would stop Congress from using budget reconciliation to cut Medicaid or SNAP. It would block any reconciliation bill, amendment, or conference report that reduces enrollment, eligibility, or benefits in these programs. It would also add a rule in Congress to enforce this block. If enacted, this protection would start right away and end on January 20, 2029. It would apply only to budget reconciliation measures.
