- Heads of executive agencies may not renew or enter into contracts for covered items that contain PFOS or PFOA. The rule applies to contracts entered into on or after a 6-month phase-in from the bill's enactment.
- Covered items explicitly include nonstick cookware and cooking utensils, plus furniture, carpet, and rugs with stain-resistant coating. Suppliers offering those items to agencies will be affected because products containing PFOS or PFOA cannot be contracted.
- Agencies must prioritize procurement of items that do not contain PFAS where available and practicable. The bill does not specify funding, penalties, or enforcement mechanisms beyond these procurement preferences.
