Reducing Waste in National Parks Act

Sponsored By: Representative Quigley, Mike [D-IL-5]

Introduced

Summary

This bill would create a National Park Service program to reduce disposable plastic products and, where feasible, stop selling them in park units. The Director would have 180 days to set the plan and regional directors would implement it across park units.

Show full summary
  • Visitors and families would see more water refill stations and a proactive education campaign explaining water availability and encouraging reusable bottles.
  • Regional directors and park managers would be required to eliminate sale of water in disposable plastic bottles to the greatest extent feasible while weighing 13 specific factors such as costs, refill-station infrastructure, public health, and contract impacts.
  • Concessioners and cooperating associations would need to align agreements and operating plans with the program, with consideration of effects on sales revenue and lease or possessory interests. Units that did not sell bottled water before could continue that practice.

Fewer single-use plastics in national parks

If enacted, the National Park Service would set up, within 180 days, a system-wide program to cut single-use plastics. Regional directors would try to end bottled-water sales and reduce other disposable plastics in each park after weighing safety, costs, water access, and contract limits. Covered items would include plastic bottles, film plastic carryout bags, plastic food ware (even products labeled compostable), and foam products. Parks would add refill stations, signs, and visitor education, and fold the rules into concession and partner agreements; parks that already did not sell bottled water could keep that policy. Every two years, regions would review results and safety and send reports to the NPS Director and the Interior Secretary.
