Grants and plans to fight golden mussels
If enacted, the Task Force would set up a Golden Mussel Demonstration Program with states, ports, colleges, industry, and local nonprofits. It would study the mussel, track spread for early warning, and write control rules within one year, including watercraft inspection stations. The program would build and share removal plans for boats, derelict vessels, fish screens, water intakes, and other infrastructure, and provide technical help. Work would start in the Sacramento–San Joaquin Delta and in other U.S. waters that are infested or at risk. A competitive grant program would fund tools and research to remove or contain the mussel, with agreements to use or sell new tech. The bill would authorize $15 million each year for FY2026–FY2030; this allows but does not provide funding.
