Show full summary
- Families and food-insecure households would see more and potentially fresher food through EFAP, with fresh-produce purchases allowed to weigh variety and transport distance and a stated nutrition objective.
- Food banks and pantries would get bigger logistics and infrastructure support, with Emergency Food Program storage and distribution funding doubled to $200 million and infrastructure grant eligibility extended through 2030.
- Geographically isolated states — including Hawaii, Alaska, Puerto Rico, the Northern Mariana Islands, the Virgin Islands, and Guam — would gain alternative delivery options, ability to order through the Department of Defense Fresh Fruit and Vegetable Program, and a direct cash option of up to 20 percent of allocated commodities to buy domestic food.
*Would increase federal spending by $500 million per year for 2026–2030 (about $2.5 billion total) and raise storage/distribution funding to $200 million.*

Bill Overview
Analyzed Economic Effects
3 provisions identified: 3 benefits, 0 costs, 0 mixed.
More food bank funding through 2030
If enacted, the bill would add $500 million each year to buy food for emergency food programs in fiscal years 2026 through 2030. It would double storage and delivery support from $100 million to $200 million. It would keep these authorities and related grants in place through 2030. Food banks and pantries could offer more food to low-income households.
Better produce buying for food banks
If enacted, the Department of Agriculture would be able to weigh product variety and shipping distance, not just lowest price, when buying fresh produce packages. The agency would still have to aim to maximize nutritious food. This could help small or nearby farms and improve the mix of fruits and vegetables offered to families.
Cash option for Alaska, Hawaii, territories
If enacted, the bill would let certain states and territories swap up to 20% of their food allotment for cash to buy U.S.-grown food. This option would apply to Alaska, Hawaii, Puerto Rico, the Northern Mariana Islands, the U.S. Virgin Islands, and Guam. At their request, the Department of Agriculture would coordinate alternative delivery and allow orders through the Department of Defense Fresh Fruit and Vegetable Program. This could improve reliability and local choices for households in those places.
