Summary

Requires a USDA inventory of authorities and programs to help Texas agricultural producers harmed by treaty water shortfalls. This bill would require the Department of Agriculture (USDA) to prepare a report for Congress listing all existing USDA authorities and programs that are or could be used to assist Texas agricultural producers who suffer economic losses because Mexico did not deliver water under the 1944 Treaty and its Supplementary Protocol. The report would be delivered to the House and Senate agriculture committees within 180 days.
