Reauthorizes and funds national animal disease prevention, surveillance, and rapid response programs. Long-term funding for animal disease defense
If enacted, the government would use Commodity Credit Corporation funds for animal disease programs under Section 10409A. Funding would be $30 million each year for FY2023–FY2025, with at least $18 million a year for subsection (b). Funding would be $233 million each year for FY2026–FY2029, with at least $10 million for (a), $70 million for (b), and $153 million for (c) each year. Funding would be $75 million for FY2031 and each year after, with at least $45 million for (b). It would also extend key program dates to 2030 for the preparedness program and the vaccine and countermeasures bank. This could help farms, state animal health agencies, and labs prepare for and respond to outbreaks.
More support for animal disease labs
If enacted, this would authorize more money for the National Animal Health Laboratory Network. It would authorize $30 million each year for FY2019–FY2025, and $45 million each year for FY2026–FY2030. These are authorizations, not guaranteed spending, and are in addition to other funds. This could help federal and state labs test and track animal diseases.
