Noncitizens face bars for cargo theft
If enacted, some noncitizens tied to cargo theft from interstate or foreign shipments would face new immigration bars. A noncitizen convicted under 18 U.S.C. 659, or convicted of conspiring to commit it, would be deportable. A noncitizen would be inadmissible if convicted, if they admit committing the offense, or if they admit acts that meet its key elements. Admissions and convictions for conspiracies would also count for inadmissibility. These rules would apply to people seeking entry and to people already in the U.S.
