The bill would require Department of Homeland Security law enforcement officers and agents engaged in border security or immigration enforcement to provide the name of the DHS component that employs them and to display or wear an official insignia or uniform visible to others during detentions or arrests. It would bar face coverings or other items that conceal the face during those encounters, allow tactical gear where consistent with DHS policies, require an initial report on tactical-gear policies within 30 days and follow-up reports after any changes, and direct the Under Secretary for Science and Technology to lead research and development to improve insignia visibility across conditions.
- Families and migrants: Individuals detained during border or immigration enforcement would see officers who must show component identification and wear visible insignia, and who may not conceal their faces during detentions or arrests.
- DHS officers and agents: Applies to DHS law enforcement, including U.S. Immigration and Customs Enforcement, and creates on-duty rules about visible uniforms, identification, and face coverings while preserving authorized tactical gear under DHS policies.
- DHS leadership and technology programs: The Secretary, through the Under Secretary for Science and Technology, would conduct R&D to maximize insignia visibility considering location, time of day, and weather, and must file an initial report on tactical-gear policies within 30 days and follow-up reports within 30 days of any modification.
