Tree grants for hot redlined neighborhoods
If enacted, HUD, with the Forest Service, would run a grant program to plant trees in targeted neighborhoods. HUD would publish a funding notice within 180 days of enactment and start the program within 180 days after money is appropriated. Eligible applicants would be states, Tribal and local governments, Indian Tribes, and certain nonprofits. Projects must be in redlined census tracts or HUD‑designated urban heat islands. Applications would include a 5‑year plan and budget and a public participation plan, with tools like nonprofit involvement, public input sessions, and proof of community support. HUD would favor plans that aim to prevent displacement of current residents. Grants could pay for planning, buying trees, site prep and planting, labor and equipment, training, and maintenance and monitoring for up to 5 years. Trees must be non‑invasive; if pests are active, a risk‑reduction plan would be needed.
