Plan and task force to counter Chinese bases
If enacted, the Secretary of State would deliver a strategy to Congress within 180 days. The plan would name at least five high‑risk locations for Chinese military basing. It would list involved agencies, staff needs, and estimated program costs. It would describe current efforts and the most effective U.S. or allied actions to stop basing. Within 90 days after the plan, State would create an interagency task force to carry it out and expand prevention. The Director of National Intelligence would give Congress a risk assessment within 180 days, which could be classified and must use those locations. The Secretary would review and report on the strategy at least every four years.
