Stop NOAA Closures Act

Summary

A moratorium on closing or limiting NOAA facilities would bar the Commerce Secretary, the NOAA Administrator, and the General Services Administrator from closing, suspending, terminating leases of, stopping construction on, consolidating, or otherwise restricting access to NOAA facilities, with narrow emergency and reporting-based exceptions.

Pause on closing NOAA facilities

If enacted, this bill would pause most new closures or limits on NOAA facilities. The pause would start at enactment and end 180 days after a required joint report is sent to Congress. That report could not be submitted before January 21, 2029. After the pause, Commerce, NOAA, and GSA would need to give at least 30 days’ notice and a report before any closure, consolidation, or access limit. Temporary steps to handle an immediate health or safety threat to personnel would still be allowed. Reports would explain the selection process and include savings, replacement costs, service impacts, and other factors.
