Summary
Preempts state and local handgun design mandates that go beyond federal law. This bill would bar any federal, state, or local department, agency, or political subdivision from requiring handguns in interstate or foreign commerce to include design features, functionality, safety mechanisms, or performance standards that federal statute does not require. It lists prohibited features including a device that indicates whether a handgun is loaded, a mechanism that prevents firing if a magazine is not fully inserted, the ability to imprint identifying characters on cartridge casings or projectiles, any device designed or easily converted to perform those functions, and the capability to accept such attachments.

Blocks state rules for handgun features
