If enacted, HHS would award competitive five-year grants to fund resident services at certain affordable housing properties. Eligible recipients would include experienced housing or service providers and tribes, with priority for mission-driven nonprofits. Services would be voluntary and could include health and mental health care, after-school and tutoring, money and housing counseling, aging-in-place and disability supports, and help applying for public benefits. Grantees could hire service coordinators and caseworkers; up to 75% of each grant could fund coordinator activities, and at least 25% must pay coordinator salary, benefits, and training. Residents in properties like LIHTC or Section 8 project-based sites, HUD 202, Section 811, rural 515, HOPWA, and some permanent supportive housing could see more services.
