This bill would create new privacy protections for agricultural borrower information by barring the Farm Service Agency from disclosing data applicants or recipients provide to certain outside or detailed government staff.

- Borrowers: Covers people who apply for or receive benefits under the Consolidated Farm and Rural Development Act and protects their application and benefit information from the specified disclosures.
- Farm Service Agency employees: Whoever knowingly violates the ban would face up to a $10,000 fine, up to 1 year in prison, or both.
- Researchers and third parties: Data can still be shared in statistical or anonymized form. Borrowers may consent to disclosure, but consent cannot be required as a condition of receiving a program benefit.

Stronger privacy for farm borrowers
The Farm Service Agency would be barred from sharing your application or benefit information with certain outside personnel. This includes special government employees and workers detailed to FSA. Sharing would be allowed only in anonymous aggregate form, or if you freely consent. Consent could not be required to get or keep benefits. Knowing violations could bring up to a $10,000 fine or up to 1 year in jail, and this would take effect upon enactment.
