- Travelers: TSA screening and checkpoint operations would continue during a lapse, helping prevent travel disruptions.
- TSA employees: Agency programs and day-to-day work would continue under the same terms and conditions as the preceding year's appropriation.
- Airports and airlines: Could avoid security-related slowdowns because screening and security support would keep running.
- Funding rules: The bill would allow use of unobligated balances made available under section 90003 of Public Law 119-21 and limit funding to the preceding fiscal year's rate for operations. Funding would be available from the first day of a lapse until the regular appropriation becomes law or for up to 180 days.

Keep airport security running in shutdowns
If enacted, TSA would keep airport security and related work going during a government shutdown. Funding would start on the first day of a lapse and could last until new funding passes or up to 180 days. TSA could not spend more than the prior year’s rate and would follow the same terms and conditions. It would use certain leftover funds from a prior law to cover costs. If a lapse crosses into a new fiscal year, these rules would continue into the next year.
