VA Care and Benefits Accountability Act
Sponsored By: Representative Ramirez, Delia C. [D-IL-3]
In Committee
Summary
Preserves VA collective bargaining agreements and blocks two Executive Orders from applying to the Department of Veterans Affairs. This bill would affirm that any collective bargaining agreement in effect on March 26, 2025 stays in force through its stated term and would nullify Executive Orders 14251 and 14343 for the VA.

Protect VA union contracts and bargaining
If enacted, this bill would keep VA union contracts that were in effect on March 26, 2025 in force until they end. If you work at the VA under one of those contracts, your negotiated pay, benefits, and work rules would continue for the full term. The bill would also make Executive Orders 14251 and 14343 have no effect at VA. No federal funds could be used to carry out those orders at VA. These changes would take effect upon enactment.
