Summary
Ban federal agencies from using "birthing person" in official documents. This bill would prohibit any agency, as defined in 5 U.S.C. 551, from using "birthing person" in regulations, guidance, forms, or communications, require agencies to use only the terms "female", "mother", "pregnant female", "pregnant woman", or "woman", define those terms by sex at conception and as adult human female where specified, and take effect 30 days after enactment.

Ban on 'birthing person' in federal documents
If enacted, federal agencies would not be allowed to use the term "birthing person" in regulations, guidance, forms, or other official communications. The bill would require agencies to use only these words when referring to someone pregnant, giving birth, or a parent. Those allowed words are: "female", "mother", "pregnant female", "pregnant woman", and "woman". It defines "female" as a person who, at conception, belongs to the sex that produces the large reproductive cell. It defines "pregnant female" as a person who, at conception, belongs to that sex and is carrying an unborn child. It defines "pregnant woman" and "woman" as adult human females. The requirement would apply to agencies as defined in 5 U.S.C. 551 and would take effect 30 days after enactment. The main practical effect would be editing and compliance costs for agencies that issue official documents.
