- All wastewater, stormwater, and related permits issued under section 402 of the Federal Water Pollution Control Act would have to reflect the ban, including permits from EPA and state-delegated programs.
- Standards of performance promulgated under section 312(p) of the Federal Water Pollution Control Act would be updated to apply the prohibition to applicable point sources.

Ban on plastic pellet discharges for businesses
If enacted, the EPA would have to issue a final rule within 60 days banning discharge of plastic pellets and other pre-production plastic materials. The ban would cover discharges into wastewater and other runoff from facilities regulated under 40 CFR parts 414 or 463 and from any point source that makes, uses, packages, or transports those materials. The rule would also have to be added to Clean Water Act section 402 permits issued by EPA and state-delegated programs and to performance standards under section 312(p). The bill does not specify penalties or funding. Businesses that handle pellets would likely face new compliance and monitoring costs that could affect prices.
