Foreign parties pay for diverted aid
If enacted, the Secretary of State would be able to find a foreign person or group responsible for unauthorized diversion or destruction of U.S. humanitarian aid. That foreign person or group would be liable to the United States for the value of the aid the Secretary determines was diverted or destroyed. The Secretary would be instructed to try to recover that value but could waive the liability if the Secretary decided a waiver was in the national interest. Recovered funds would be credited to a Department of State account and would remain available until spent. The Secretary could transfer recovered funds back to the agency that originally funded the aid.
