  • States would have to submit initial data within 180 days covering the most recently concluded five fiscal years. If a State does not provide the data on time, the Secretary may withhold SNAP administrative funds until the data are received.

New SNAP fraud reporting rules

This bill would require each State to send detailed SNAP fraud data to the Secretary of Agriculture. An initial submission would be due not later than 180 days after enactment and must cover the then-most-recent five concluded fiscal years. States would report counts of open investigations; total fraud cases and dollar amounts (including substantiated card skimming and card cloning); numbers and types of enforcement actions; and recoveries. For fiscal years beginning after enactment, States would also report counts and dollar amounts for disqualifications involving deceased-person identity misuse and for cases involving missing, falsified, recycled, stolen, or purchased Social Security numbers. Each State would then send the same data annually, not later than 60 days after October 1, 2028, and not later than 60 days after each October 1 thereafter. The Secretary would publish an initial report to Congress and online within 180 days after receiving all initial data, and similar annual reports within 180 days after receiving yearly data. If a State failed to provide required data by the deadline, the Secretary could withhold that State's SNAP administrative funds until the data were received.
