This bill would prohibit federal funds from being obligated or spent for any use of military force in or against the Republic of Cuba from the date of enactment through December 31, 2026 unless Congress declares war or enacts a statutory authorization that meets the War Powers Resolution and the bill allows force consistent with section 2(c) of that Resolution.

Ban on military funds for Cuba
This bill would prohibit federal agencies from obligating or spending any federal funds for any use of military force in or against the Republic of Cuba from the date of enactment through December 31, 2026. The prohibition would apply to all funds appropriated or otherwise made available for the Federal Government. The prohibition would not apply if Congress declares war on Cuba or later enacts a specific statutory authorization that meets the War Powers Resolution (50 U.S.C. 1541 et seq.). The prohibition would also not apply to uses of force consistent with section 2(c) of the War Powers Resolution.
