No Taxes on Utility Bills Act

Summary
Allows a federal tax deduction for state utility taxes and surcharges. This bill would expand the section 164(a) deduction so taxpayers can deduct state taxes and state-mandated surcharges that appear on their gas and electric utility bills. It adds a new paragraph to section 164(a) and a conforming phrase so those surcharges count as deductible taxes. The change would apply to taxable years beginning after enactment and does not create other programs or funding mechanisms.
