Create 6PPD Task Force
This bill would require the Secretary of Transportation and the EPA Administrator to agree with the National Academy of Sciences to set up a 6PPD Task Force within 60 days of enactment. The Task Force would be co-chaired by the Transportation and EPA designees and would meet at least three times each year. NAS would appoint nonfederal members, including at least four western-coast Tribal representatives, at least four private-sector reps (two tire makers and two tire-additive makers), at least one environmental rep, at least two State reps from different States, and at least one university researcher. The Task Force would be exempt from the Federal Advisory Committee Act.
Research and mitigation for 6PPD
This bill would require the Task Force to send a first public report to certain House and Senate committees within 180 days and to send a report every year after. Each report would include findings, recommendations, and a list of consulted stakeholders and experts. The Task Force would keep an online repository with funding information, technical assistance, yearly reports, and resources for Tribes, state DOTs, MPOs, manufacturers, researchers, and the public. It would identify federal funding opportunities to study 6PPD and its degradation products and to develop and scale safer alternatives; recommend ways to speed toxicity and performance testing and encourage market adoption; improve data sharing; study non-tire exposure paths (like artificial turf, playground materials, artificial reefs, and underwater tire piles); and share mitigation best practices and cost estimates such as street sweeping and stormwater runoff treatment.
