Show full summary
  • Students and workers: Would fund partnerships to create or expand secondary and postsecondary programs of study in clean energy fields. Grants must include applied learning and plans to serve low-income, low-performing, rural, and special populations.
  • Schools and colleges: Would fund energy-efficiency upgrades, sustainability evaluations, construction or improvement of CTE facilities, and purchase of energy-efficient equipment used as teaching tools.
  • Industry and labor: Grants must show consultation with employers, labor organizations, or apprenticeship sponsors and a focus on placement in non-traditional fields; a peer review panel of CTE educators and industry experts would evaluate applications.

*Would authorize $100.0 million in appropriations to the Department of Energy to carry out the programs, increasing federal outlays by that amount.*

Grants to build clean energy training

If enacted, the bill would create two competitive Department of Energy grant programs to expand clean-energy career training and upgrade school facilities. One grant would fund partnerships of K-12 districts, colleges, and local industry to develop replicable clean-energy courses and deliver them to students, including online. The other grant would help schools and colleges evaluate and improve facilities, add renewable-energy practices, and buy energy-efficient equipment for hands-on training. The Secretary would use a peer review committee to advise on awards, and the bill would authorize $100 million for these programs, subject to future appropriations. The Secretary would give priority to projects that share programs widely and that serve low-performing students and special populations.
