Colleges must certify foreign campuses

This bill would require federal research agencies to make colleges and universities applying for research awards include a certification on the application. The certification would state the institution does not operate a branch campus in these countries: Venezuela; North Korea; Iran; China; Cuba; Turkey; Russia; and Qatar. The Secretary of State could add other countries to the list. A "branch campus" would be a geographically separate, permanent unit that offers degrees or certificates, has its own faculty and administration, and has budgetary and hiring authority. Agencies would have to require the certification no later than two years after enactment. If a school operates a covered branch campus, it could lose eligibility for the award.
