Cancel State Department foreign aid rules
This bill would nullify three Department of State final rules published January 27, 2026: "Protecting Life in Foreign Assistance" (91 Fed. Reg. 3319), "Combating Gender Ideology in Foreign Assistance" (91 Fed. Reg. 3332), and "Combating Discriminatory Equity Ideology in Foreign Assistance Rules" (91 Fed. Reg. 3345). It would treat those rules as if they had never taken effect. It would also bar any Federal department or agency from proposing, finalizing, implementing, administering, or enforcing those rules or any successor or substantially similar rules or policies. If enacted, this could affect the State Department, other federal agencies, U.S. foreign assistance recipients, nongovernmental organizations, and contractors that work on U.S. foreign aid.
