Sponsored By: Representative Finstad, Brad [R-MN-1]

Passed House

Summary

This bill would establish annual reporting and briefings to Congress on the SBA's use of artificial intelligence and machine learning. It directs detailed reviews of how the Administration uses AI, the benefits and risks, and how human oversight and tool selection would work.

Show full summary
  • SBA leadership must produce a comprehensive report not later than 90 days after enactment and annually after that. The report must describe current AI/ML use, assess benefits and risks, and explain how to retain human involvement and decide which tools to adopt.
  • The House Committee on Small Business and the Senate Committee on Small Business and Entrepreneurship must receive each report and a briefing within 30 days. This creates a regular channel for congressional oversight of SBA AI practices.
  • The bill uses the AI and ML definitions from section 5002 of the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021 to set a common standard for what counts as AI/ML.
