- Small businesses: Creates regular, public reporting so small firms can see how many self-identified small-business complaints were filed and how often those complaints led to inquiries, investigations, or enforcement actions. This gives small firms clearer evidence about whether enforcement protects their growth.
- Federal agencies: The Department of Justice and the Federal Trade Commission must deliver detailed reports to the Small Business Administration's Chief Counsel for Advocacy within 180 days after the fiscal year ends and then every two fiscal years. Reports must analyze actions that deterred or remedied anticompetitive conduct, including illegal mergers.
- SBA Office of Advocacy and Congress: The Chief Counsel must summarize and disaggregate the data by industry, evaluate identified issues, and issue administrative and legislative recommendations to promote competition and deter anticompetitive conduct.
