Free rides to substance use treatment
If enacted, the bill would create joint HHS and HUD grants to pay for free rides to and from substance use disorder treatment and supportive services. Grants would begin no later than one year after enactment and must last at least one year. Grants could pay for scheduled or on-demand rides (including rideshare or taxi), buy vehicles, help drivers get licenses, train staff, and fund outreach. Grants could not pay for involuntary inpatient transport or be used by law enforcement. Applicants would describe planned activities, partners, and performance measures; grantees would report to the Secretaries within one year of receiving a grant. The Secretaries would provide technical help and could use up to 2 percent of funds for it if Congress provides advance appropriations. A covered individual would be someone with a substance use disorder who is homeless, lives in a low-income community (per IRC section 45D), or lives where transportation blocks access to care.
