Sponsored By: Representative Fletcher, Lizzie [D-TX-7]
Introduced

- Presidents and former Presidents would be banned from bringing civil actions against the federal government and from using a specially created compensation fund to resolve those claims.
- Federal funds could not be used for the settlement in Trump v. Internal Revenue Service, and the Secretary of the Treasury would be authorized to recover any Federal money spent in violation of that prohibition.
- The bill explicitly voids the named settlement agreement, directly affecting the parties and terms of that specific case.

Limits on presidential lawsuits and settlements
If enacted, the bill would bar a sitting President from filing any civil action against the United States. It would declare the settlement in Trump v. Internal Revenue Service (No. 1:26-cv-20609) void. The bill would also prohibit creating any compensation fund to settle a civil action brought by a President or former President and would bar using Federal funds for that named settlement. The Secretary of the Treasury would be authorized to recover any Federal funds used in violation of that funding ban.
