Innovation grants for small businesses

If enacted, the SBA would set up the Innovation Voucher Grant Program within 180 days. Small businesses would be able to apply for competitive grants to buy technical help from colleges or nonprofit research labs. Grants would be $15,000 to $75,000 each. The federal share would cover up to 75% for grants under $50,000. For grants $50,000 or more, the federal share would cover up to 50%. The bill would authorize $10 million each year for fiscal years 2026 through 2030. Up to 5% of each year's funds could pay administrative costs. The SBA would pick winners not later than 180 days after the application deadline. Grant recipients would have to report within 180 days after their project ends. The SBA would send program reports every two years and a final report within 180 days after program funds are spent.
