Faster bag transfers for international travelers
If enacted, TSA would be able to let some checked bags from approved foreign airports continue onto U.S. connections without new screening. TSA, working with U.S. Customs and Border Protection, would allow this only when four rules are met. The foreign airport used explosives detection under a U.S. screening agreement. Passengers would not be able to access their bags before the final destination. CBP would receive timely images of each bag before arrival that meet its requirements. CBP would not have flagged the passenger or bag for inspection. The bill would also raise the One-Stop pilot’s cap from six to ten participants. These changes would take effect upon enactment.
