- For-profit child care providers: Would be assessed under the Child Care and Development Block Grant Act definition in section 658P of the CCDBG Act of 1990. The report must list their challenges and needs and the number of fraud instances identified.
- Small Business Administration: Would have 120 days to submit the report to Congress and must describe existing SBA resources, identify deficiencies, and recommend legislative actions and the leadership needed to carry them out.
- Congress and federal funds oversight: Would receive specific recommendations for statutory changes aimed at preventing misuse of federal funds received by these providers.
