Equal survivor benefits for domestic partners. This bill would make surviving domestic partners of D.C. police officers, firefighters, and teachers eligible for District retirement survivor payments on the same terms as spouses and would add an option to buy D.C. service credit toward federal annuities.

More survivor coverage for D.C. partners
If enacted, surviving domestic partners of D.C. police, firefighters, and teachers would be treated like spouses for survivor benefit entitlement determinations. The bill would treat entitlement as if the 2008 domestic‑partnership and 2018 retirement amendments took effect before the freeze date. One exclusion preserves certain 2018 subsection changes from that coverage rule. If enacted, remarriage before the freeze date would generally not end survivor benefits. The protection would not apply if the survivor remarried before age 55 unless they had been married at least 30 years to the decedent. For judges, a widow or widower would need to have been married at least 30 years to avoid termination on remarriage before age 55. These changes would take effect upon enactment.
Buy D.C. service toward federal annuity
If enacted, you would be able to make a one‑time deposit to count qualifying D.C. work toward your federal annuity. If the D.C. service is included under 5 U.S.C. 8332, the deposit would equal D.C. basic pay times the applicable percentage in 5 U.S.C. 8334(c), plus interest under 8334(e). If the service is included under 5 U.S.C. 8411, the deposit would equal 1.3 percent of D.C. basic pay plus interest under 8334(e). Survivors may make these deposits for survivor annuities. Any deposit would be credited to the Civil Service Retirement and Disability Fund and OPM would issue implementing rules. These changes would take effect upon enactment.
