Strengthens national-security screening of certain foreign-made communications equipment and services by requiring agencies to decide on risk and to report findings to Congress on a tight timetable.

- Appropriate national security agencies would have 1 year to determine if equipment or services from six named entities and their affiliates pose an unacceptable national security risk. If an agency finds unacceptable risk it must report to congressional committees.
- If an agency misses the 1-year deadline, the Federal Communications Commission would add the described equipment and services to its covered list within 30 days.
- If an agency finds no unacceptable risk, other relevant national security agencies would have 180 days to review that finding and submit their own reports.
- The Secretary of Defense would also review, under the annual defense review, whether any described entity should be identified as a Chinese military company.

This bill would require a national security agency to decide within one year whether communications equipment or services made or provided by six named entities and their affiliates pose an unacceptable national security risk. If an agency finds a risk, the Federal Communications Commission would have to add the affected equipment or services to its covered list within 30 days and the agency would report to Congress. If no decision is made within one year, the FCC would add all described equipment and services to the covered list within 30 days after that date. If an agency finds no risk, it would report to Congress within 30 days and other national security agencies would have 180 days to review and report. The Secretary of Defense would also be required to review the same named entities under the NDAA section 1260H(a) process to decide if they should be identified as Chinese military companies. All determinations would be submitted to Congress in unclassified form, with a classified annex allowed.
