Blocks DOJ grants to nonprofits that depend on DOJ funding and pay executives more than the Attorney General's salary. The bill would also require nonprofits to certify their eligibility when applying for Department of Justice grants.

- Nonprofits: A "covered nonprofit" is a 501(c)(3) that in its most recent taxable year got more than 50% of its revenue from DOJ grants and paid an officer more than the Attorney General's annual salary. Those groups would be ineligible for DOJ grants for that fiscal year.
- Applications: Organizations seeking DOJ grants would have to submit a certification with each application attesting they are not ineligible under this rule.
- Year-to-year effect: Eligibility is based on the most recently concluded taxable year so a nonprofit's ability to get DOJ grants can change from one fiscal year to the next.

New DOJ grant limits for nonprofits
If enacted, this bill would bar some 501(c)(3) nonprofits from receiving Department of Justice grants for a fiscal year. A nonprofit would be barred for that fiscal year if, in the taxable year most recently ended before the fiscal year, more than 50% of its revenue came from one or more DOJ grants and it paid any officer or employee more than the annual salary authorized for the Attorney General. The bill would use that most recently concluded taxable year to check eligibility each fiscal year. The bill would also require nonprofits to submit a written certification with any DOJ grant application saying they are not barred under this rule.
